False. In the year of 1853, Commodore Matthew Perry of the US Navy, commanded a squadron of two steamers and two sailing vessels to the Tokyo harbor. On behalf of the US government, he forced Japan to enter into trade with the US and also demanded the opening of Japanese ports to US merchant ships. During this time, Western powers were seeking for open new markets for their goods and raw materials.

It was easy for Commodore Perry to demand this by force to the Japanese people because during those times, Japanese people had no navy to defend themselves and was left with no other choice but to agree to the demands of the United States.
