What common feature did the western roman empire and the roman catholic church share?

Both were based in Rome - Apex

The western roman empire and the roman catholic church were both sharing the idea of a highly structural and hierarchical society where the upper rulling classes would have increased power over the lower classes and more or less decide their fate - this was something that was in common to both power structures/entities.
