On political reforms, both had changed the old system to a new one by adding more provinces, decreasing district sizes and increasing the number of officials. On military reforms, they had extended the army to 400,000 with two types: garrison troops and mobile units this includes German troops. Economic reform was creating a new gold coin ‘solidus’, forced the tax collectors ‘curiale’ to stay on their jobs as well as bakers and shippers and this meant their next generation of sons would inherit the same job.
