All this quote is saying it that the mind does its best work, and functions at the "highest state" of productivity and peace, when it is not "cluttered" with thoughts--when the senses are "stilled".

What does this quote mean? “When all the senses are stilled, when the mind is at rest, that say the wise, is the highest state.”
