What is the purpose of Congress, as stated within the U.S. Constitution?

Article 1, Section 1 of the United States Congress states that: All legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives.More of this power is elaborated in Art 1, Sec. 8. Some of these are the following, The Congress has power over financing and budgeting matter and has can borrow money for United States. It has the power to exclusively declare war, sustain armed forces and make military rules. It could implement post offices & roads, issuance of patents and copyrights. It could oversee executive branch and has the exclusive authority to impeach officers.
