The concerns about allowing or banning slavery in newly-established territories during the 1800s came distinctly from the Northern and Southern states, in that the southern states felt that if slavery was not allowed in new territories than it would eventually die out--and northerners were worried that if it was allowed in new territories it would keep expanding indefinitely.
