The correct option is "b. Criminal court"

Criminal law encompasses the persecution by the state of those acts that are considered so serious that they imply a rupture of social peace, and that can not be repaired through mere demands between the parties involved. These acts are classified as crimes. Criminal law also covers punishments for these measures, known as penalties, which may consist not only of economic sanctions but also of more serious penalties, such as imprisonment, which can only be imposed within the framework of this branch of law. The vast majority of crimes pursued by the criminal law of the United States affect and are pursued at a purely state level. Federal criminal law focuses on areas especially relevant to the federal government, such as federal tax evasion, mail theft, or attacks on federal authorities, as well as interstate crimes.

This case would be a "criminal court" case, since it is far more serious than what would go to civil court--which are cases such as those having to do with contract disputes, etc.
