it provided a place for education.the sixteenth section in each town was reserved for public schools at the time.

Answer:

The Land Ordinance of 1785 adopted by the congress of confederation enabled the congress to get revenue in the form of land revenue sales. Congress at that time didn't have the power to collect taxes directly and thus land sales came to be an important source of revenue. The ordinance laid the foundation for the public land survey system which was needed for the above-mentioned process.
