The\ vertex\ form:y=a(x-h)^2+k\\\\vertex\ (h;\ k)\to(-4;\ 7)\\\\then:y=a[x-(-4)]^2+7=a(x+4)^2+7\\\\graph\ is\ half\ as\ wide\ as\ y=x^2\ then\ a=2\\\\Answer:y=2(x+4)^2+7\\\\y=2(x^2+8x+16)+7=2x^2+16x+39
