The main problem with this is that it is difficult to find pollution in underground waters. Freshwater is usually found on top of the Earth so when the underground waters are polluted it can take a lot of time before they reach the outside flow. This means that it is difficult to stop this pollution or prepare for it and means that entire areas of freshwater might become useless because of it.
