the introduction of cheap iron weapons meant that greek ordinary citizens could arm themselves. How might the ability to own weapons change the outlook of ordinary citizens?

It improved their outlook because they were able to defend themselves if the need to defend themselves arose under certain circumstances. What this also meant was that if there was an invading force, ordinary citizens could be armed relatively quick and fast and form a standing army.
