To set harvest goals, you should first

a. determine the carrying capacity for the population.
b. establish the hunting season structure.
c. know what the current population size is.
d. set the goal population.

I believe the answer is C) know what the current population size is. It is very good to know this because this way you won't go too far in harvesting, or have shortages, on the other hand. I am not sure though.
