American troops withdrew from Mexico in 1917 because A) President Wilson had succeeded in helping Venustiano Carranza attain power. This was after the chase had been completed to catch Pancho Villa, and the United States recognized Carranza's presidency. The American troops, under Pershing, retreat to New Mexico.
