I believe the answer is: in order for a state or society to function well and properly, people need to follow a strict adherence to the rules of the state.

Because of this, both code of hammurabi and chinese legalism impose a very heavy punishment even for the smallest form of violation. For example, according to the code of hammurabi, a person who was proven guilty of stealing things from others would get his/her hand chopped off.
