Answer: He wanted to appeal to the southern democrats.

Explanation: I got this right on the quiz. Also on page 23 of the Edmentum lesson it says: "While FDR showed some support for women through his Cabinet appointments, because he was hesitant to alienate the conservative South, he remained silent about the concerns of minorities and other disadvantaged groups."

One of the things that inhibited FDR's willingness to help the cause of minorities during the 1930s was that he needed Congressional backing for his New Deal ideas, and in order for this to happened he needed to show that his policies would benefit white americans.
