The policy deemed that the communist party represented the will of the working class which was the majority of the people, and that anything they did was the will of the people. By putting themselves as a voice of the people, they were allowed to do anything they wanted and often historically did many horrible things, especilaly the Soviet Regime in the Soviet Union and the Mao Regime in China.
