Monarchy can take many forms, for example right now both Sweden and Saudi Arabia are monarchy!
I would say that the major attribute is that there is someone called "monarch" (king/queen or equivalent) who is the representative of a country for life, or until their abdication. This person may or may not have actual power and influence into the affairs of a country.
