What reasons does Jefferson offer for colonizing blacks outside the United States in the event of emancipation?

Jefferson, like many other slave-owning Americans of his day, felt that blacks were inherently inferior to whites on an intellectual level, and therefore argued that it would be impossible for blacks and whites to ever coexist in the same society. This is why he recommended sending them to Africa.
