I believe the answer is: A. beside existing waterways

At that time, Transportation through water was regarded to be the most important for trades, since we haven't developed the vehicles that are capable to travel long distance through lands or air. The roads are build for horses or Caravan to carried goods from harbour to cities and vice versa.
