Well, first, we need to throw away the 0., just for now.
27. You can make 27 with 9 and 3. (9x3=27) So, divide 27 by 9. The answer is 3. You can bring the 0. back in now, so 0.3 is your answer.

To find it's simplest terms, we can take 27 and divide it by 3.
(9 x 3 = 27)
So, 0.27 in simplest terms is 0.3
