That statement is true.

United states adopt indirect democracy system. This means people cannot direct vote for the legislation, but can only vote for the representatives that might pass the legislation that we want.

Political parties usually gathered the representatives with similar views with them under the same banner in order to obtain the most votes from the legal citizens.

Yes, in general it is true that political parties organize people together to select candidates who most nearly fit their goals and political desires, but oftentimes it is impossible for a candidate to "fit" everyone's desires in the party.
