The outside pressure forces the liquid up the straw and into your mouth. So, just by drinking through a straw, you can observe an important property of fluids. Fluids flow from areas of high pressure to areas of low pressure.

the pressure in the straw is reduced, but the atmospeheric pressure on the surface of the liquid stays the same.
