I believe the answer is:

On a national level they provide health care.

On a state level they provide free public schooling

On a local level they provide parks, and recreational places.

The separation between national, local, and state level is determine by the number of civilians that the service able to reach.

If the service affect the whole civilians in the country, it would be considered as 'national level. If the service cover only the people on a certain state, it would be considered as 'state level'. If the service only cover the people in a certain neighbourhood, it would be considered as 'local level'.
