c. I would appreciate it if you could ensure us that the lights will function properly.

A would work best because you have to write why you are writing the letter so A is the best one

a.) would work best. If you use b.), you will seem rude, and the authorities may  fix it but not take you seriously. If you use c.), you sound childish.
