Without air resistance, a kicked ball would reach a

maximum height of 6.7 meters and land 38 meters
away. With air resistance, the ball would travel

horizontally

I believe that you've cut off part of choice #3 and all of choice #4. Furthermore, I believe that choice #4 ... the correct one ... says "less than 38m horizontally and less than 6.7m vertically".

The correct answer would be

(4) less than 6.7 m vertically and less than 38 m horizontally

In fact, air resistance points always against the direction of motion of the ball. This means that air resistance causes a deceleration both on the vertical and the horizontal axis: due to this deceleration, the maximum height on the vertical axis and the maximum distance on the horizontal axis will decrease.
