The Judiciary Act of 1789 provided for a chief justice and five associate justices.
The Congress made a three-tiered judiciary using its authority to establish inferior courts. The Supreme Court has one Chief Justice and five associate justices. A federal judge presided over a United States district court for states like Kentucky and Maine.
The middle tier or levelof the judiciary is made up of U.S. circuit courts. These circuit courts served as main trial courts in the federal system.
