I believe the answer is: D. economic equity.

Economic equity refers to a situation where all people in a society have the exact amount of Economic power. The preamble of the constitution only promote general welfare and protection under justice system to freely compete in order to provide incentive for people to work hard and rewarded for their works.

The Preamble of the US Constitution clearly states:

"We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.”

Economic equity is not part of the preamble of the Constitution because this set of laws are more focused on individual rights and freedoms rather economic elements of society.
