Covenant involves an act of agreement while combine is to unify a set of unorganized or distinctive entities into a cohesive collection. In the phrase it may mean that let us be a system of unified bodies in which we can manage and settle upon and to achieve this we should be in unison or as one in order to make this happen. For example, for a certain objective to be achieve, people need to collaborate and cooperate forming and thus, assigning each task to a member, concurring to each one’s equal work in order to accomplish a given goal.
