I'm not sure if that is a true or false question, but the government organization that helped Southerners, especially newly freed slaves, by starting schools, distributing clothing and food, and helping people find work was the Freedmen's Bureau. Additionally, it is true that the Bureau endeavored to accomplish all of those things.
