The Resource Conservation and Recovery Act of 1976 was the first piece of federal legislation which aimed to govern the disposal of solid forms of waste and of hazardous waste. The act was enacted in order to deal with the increasing volume of waste that was already causing problems at the municipal and industrial levels. It served it purpouse by declining the figures of registered illegal dumpings.
