The wade-davis bill passed by congress, then voted by Lincoln, stipulated that "a.50" percent of voters in a confederate state must take an oath of future
loyalty to the union. This was perhaps the most radical bill proposal. It was shot down in favor of Lincoln's more moderate 10% plan.
