The answer is 4. A weak central government.

This group, also called "Anti-Federalist" or members from the "The Democratic-Republican party", strongly advocated giving more power to the states and local governments and wanted a weak central government instead, fearing that giving too much power to the government would turn American into a monarchy and bring about many abuses of powers and civilian injustices, specially to the middle and working class.

Compared with supporters of federalism, supporters of states’ rights wanted "4.a weak central government". They were generally opposed to the ratification of the Constitution because they feared the government would become tyrannical.
