The Republicans in Congress disagreed with President Johnson’s plan for Reconstruction because it did not include a plan for giving the "federal government" a role in southern state governments. The Republicans wanted the US government to play an active role in Reconstruction since they didn't trust the South to do it alone. Johnson was more trusting.
