The statement is true. The "Stars and Bars" was the official flag of the Confederation from March 5, 1861 to May 1863. Different variants appear successively with seven, nine, eleven and thirteen stars in connection with the number of states that joined the Confederation at each time. It is said that the Confederate flag have been inspired by the Babenberg flag of Austria from which the designer Nicola Marschall's family was born.
