C!!! It would need a comma between the quote and the rest of the writing,

The correctly punctuated sentence is c: "I know what happened," whispered the boy. "I saw the whole thing from my window." Quotations marks go around direct dialogue like in this example. A comma comes at the end of the dialogue before the final quotation mark.
