The 18th Amendment and the Volstead Act were victories for the long enduring cause of Prohibition. Those two pieces of legislation banned the sale and distribution of alcohol within the United States, which inadvertently gave rise to bootleggers and organized crime as people continued to try to get their hands on alcohol during the 1920s and into the 30s before the passage of the 21st Amendment which repealed the 18th.
