What limits does Congress have on its powers?

One limit on the power of Congress is time: Congress cannot pass laws that can be used to judge past actions.

Also, it cannot punish individuals outside of the court system and it cannot suspend a "writ of habeas corpus", court order requiring the government to charge an arrested individual for crime.
