Can restrictions be put on the amount a candidate can spend on his/her campaign? Why/why not?

In the US there are no such restriction if the candidate is relying on private founding, but if they are relying on a public funding, there are such restrictions . In Canada on the other hand, there are such restrictions.

Can restrictions be put on the amount a candidate can spend on his/her campaign? Why/why not?
