2. Committee examines the bill
3. Subcommittee reviews the bill
4. Subcommittee might amend the bill
5. Committee votes to present the bill to the House and Senate
6. Voting
7. Passing to another chamber
8. Committee reviews the changes introduced by the other chamber
9. Bill is sent to the president

sometimes steps 6-8 are repeated as the chambers send the bill to each other for evaluation.
