I believe the correct answer is D. genetic engineering. So this person wants to have the best qualities of both potatoes and carrots. In order to have that, he needs to take the genetic material of potatoes and that of carrots, mix them, and create something new that will have the characteristics of both of these vegetables. This means that he would be genetically engineering both plants.
