I believe the answer is: (3) The federal government must protect the nation’s lands from exploitation.

Because of this perspective, President Theodore Roosevelt Roosevelt created the United States Forest Service in 1905. Its main duty is to protect the Forrest from over exploitation. He also create five national parks in order to protect various species of plants and animals.
