What is the means-to-MAD ratio of the two data sets, expressed as a decimal?

You have to calculate two separate measures, one for each set.The mean-to-MAD ratio is the mean divided by the MAD, i. e. mean / MAD. For the set 1, mean = 10.7 and MAD = 2.4, then mean / MAD = 10.7 / 2.4 = 4.4583. For the set 2, mean = 13.7 and MAD is 2.5, so mean/ MAD = 13.7 / 2.5 = 5.480.
