m=slope
b=y intercept
slope=-3/2
point in (x,y) form i s(-6,2)
on solution is x=-6
y=2
subsitute and solve for b
2=-3/2 times -6+b
2=-18/2+b
2=-9+b
add 9 to both sides
11=b

y=-3/2x+11

y intercept is 11 or (0,11)
