The statement is True.

The rainforest can create its own precipitation because of the transpiration by the plants. The rate of transpiration in the rainforest is high due to adequate number of green plants and weather condition. As compared to rainforest the desert has very low transpiration rate. The plants in the desert area has very low rate of transpiration because of the dry and warm climatic conditions.

Hence, desert depends on the weather conditions for precipitation.
