The correct answer is A) Sparta and Athens. The war is often thought of in three phases: the first phase where Sparta launched repeated attacks on Attica, while Athens raided the Peloponnesian coast, the second phase was when Athens sent a massive force to Syracuse in Sicily and the third phase is when Sparta gained support from Persia and supported the rebellions in Athens, that the city-state had been trying to suppress. This eventually undermined Athens naval supremacy and ability.
