if it is a 6 sided dice you can't the max you can go it to 12 but if it is a 7 side dice you have only one chance to get 13.

No. Assuming the dice have 6 sides apiece, the highest number on each one is 6. 6 + 6 = 12. 12 is less than 13.
However, if the dice have more than 6 sides, there can be a sum of 13. (7 + 7 = 14)
