The square has the four sides of the same length, then the perimeter is 4 times the length of a side. In this way, you know that if the perimeter is 20 units, each side measures 20 units / 4 = 5 units. So, you must draw four segments. each of 5 units. Of course the base is parallel to the top, and they both are perpendicular to the lateral sides.
