Is cycles per second a measurement of how fast the sound travels to the ear

Cps (cycles per second) is the measure of how frequently an alternating current changes direction. This term has been replaced by the term hertz (Hz).

No. It's just the number of waves that flow into your ear ... or past any other point ... in one second. The shorter each wave is, the more of them fly by every second.
