A low-pressure area developing over warm ocean water likely will form a hurricane. The low-pressure allows easily evaporated warm water to rise higher into the atmosphere and condense thereby creating rain. The final important factor in the formation of a hurricane, however, is the lack of cross-cutting winds. If winds are present at cutting across the low-pressure area, it will move the evaporated air about thereby disrupting the hurricane's formation.
