I think that all the above apply, but if I have to choose one I´d say
b) New laws made it illegal to criticize the government.

"A. Anticommunist laws were passed" and "D. Some government workers were forced to take loyalty oaths" are true. There was large-scale surveillance done of people suspected of being Soviets.
